The rest have dial-up, or do not have any Internet access at all. High speed Fiber Ethernet is a a blessing for them, because their access to the Internet can be in the form of a Campus style network, where the ISP is the LAN admin that connects them to the WAN. ISP's need to adopt this ideology if they want to apply the plan of connecting every household in America to the Internet by 2015.
