E-Government: Two dozen projects in the works



Government to Citizen  

Recreation One-Stop: Creates a searchable database of recreation areas nationwide, along with mapping features and transaction support for making campground reservations, for example. Expected government value: $5 million in annual savings.

Eligibility Assistance Online: Provides a portal for identifying government benefit programs and determining eligibility. Expected government value: $4 million in savings and 75,000 fewer customer service calls each year.

Online Access for Loans: Lets citizens and businesses search resources to find appropriate loan programs. Expected government value: Time saved managing loan processes.

USA Services: Provides a cross-agency customer relationship management initiative that will allow citizens to personalize the services they obtain across multiple programs. Includes plans for a multichannel contact center. Expected government value: Eliminate redundancy of operation across agencies.

EZ Tax Filing: Creates an easy, free, secure method for citizens and businesses to file taxes online, reducing data errors and enabling refund checks to be delivered sooner. Expected government value: Fewer errors, lower call center volume.

Government to Business  

Online Rulemaking Management: Calls for a governmentwide "e-Docket" system to provide anytime, anywhere access to the rulemaking process for citizens; includes public comment site. Expected government value: $9.75 million in savings by consolidating space and costs for 57 rulemaking agencies; could avert $1 billion in spending for development and operational costs.

Expanding Electronic Tax Products for Businesses: Aims to simplify tax-law compliance for businesses by decreasing the number of forms employers must file, better disseminating information and increasing electronic filing options. Expected government value: $16 million in annual savings in IRS and Social Security Administration staff and printing/mailing costs.

Federal Asset Sales: Provides a single access point for citizens to electronically bid on and purchase federal assets, including financial, real and disposable assets. Expected government value: $15 million in savings by consolidating 150 federal Web sites; could avert $750 million annually in costs associated with excess building space.

International Trade Process Streamlining: Establishes a single entry point to existing Web sites to assist new and existing exporters throughout the export process. Expected government value: Streamline 19 agencies involved in trade promotion.

One-Stop Business Compliance Information: Provides a single, cross-agency business compliance portal; compiles regulatory information and tutorials for businesses; includes plans to for online permitting. Expected government value: $10 million to $20 million in savings.

Government to Government  

Geospatial Information One-Stop: Consolidates federal spatial data assets; provides access to state and local spatial data; coordinates future spatial data collection activities. Expected government value: Hundreds of millions of dollars saved annually by eliminating redundancy and promoting cost-sharing partnerships.

e-Grants: Creates a single grant portal to simplify the application process for grant recipients and grant-making agencies; increases awareness of grant opportunities; consolidates grants management. Expected government value: $1 billion in savings in federal funds currently devoted to grants administration; $20 million in postage costs.

Disaster Assistance and Crisis Response: Provides a one-stop portal for citizens and public and private organizations involved in disaster preparedness and response; offers access to disaster assistance programs. Expected government value: Millions of dollars saved through the elimination of redundant programs and reduced administrative costs.

Wireless Public Safety Interoperable Communications - Project SAFECOM: Coordinates public safety and law enforcement communication; establishes interoperability between public safety networks; eliminates redundant wireless communications infrastructure. Expected government value: Billions of dollars saved through consolidated, interoperable communications infrastructure, overhead, maintenance and training.

e-Vital: Expands the existing vital records online data exchange efforts between federal agencies and state governments. Enables more efficient and effective benefit qualification. Expected government value: Millions of dollars saved annually through fraud detection and reduction of erroneous payments.

Internal Efficiency & Effectiveness  

e-Training: Provides for a repository of government-owned courseware to be made available to federal, state and local governments at prices that take advantage of economies of scale. Expected government value: Low-cost delivery of training.

Recruitment One-Stop: Improves the federal automated employment information system; provides job seekers with streamlined resume submission and federal employees with a searchable resume database. Expected government value: Broader and faster access to resumes.

Integrated Human Resources: Consolidates personnel records across government; streamlines reporting; reduces dependencies on paper-based processes. Expected government value: Greater efficiency, lower costs.

e-Clearance: Provides a common federal security clearance process to support employee assignments. Expected government value: Greater efficiency, lower costs.

e-Payroll/HR: Consolidates and integrates HR and payroll systems across the government. Expected government value: Several hundred millions of dollars saved annually through unification of multiple facilities, systems and management.

e-Travel: Establishes a common travel management system throughout the federal government. Expected government value: Greater efficiency, lower costs.

Integrated Acquisition Environment: Enables agencies to begin sharing common data elements so other agencies can make more informed procurement, logistical, payment and performance assessment decisions. Expected government value: Greater purchasing efficiency, lower costs.

Electronic Records Management: Provides uniform procedures for electronic record keeping so agencies can convert paper-based records to electronic form. Expected government value: More efficient operations in compliance with the Federal Records Act.

Cross-Cutting Initiatives

e-Authentication: Provides a common method of establishing identity through an authentication gateway; establishes interoperable authentication options for all E-Government initiatives. Expected government value: Reduced costs by eliminating redundancy in electronic signature technology and policy operations.

Federal Enterprise Architecture: Produces a set of generally accepted, component-based technology models to guide the currently approved E-Government initiatives; identifies opportunities for additional E-Government initiatives. Expected government value: Eliminate redundancies in federal information system.
