QoS? It's all about the bandwidth

The Energy Science Network run by the Lawrence Berkely National Labs is the ISP for the Department of Energy. In speaking about how it supports nearly 1000 video endpoint, Mike Pihlman explained his group's quality of service scheme:
We handle QoS by over provisioning. If we start running out of bandwidth, we just add a bigger pipe.
Currently, Pihlman's network has an OC-192 connection for its northern backbone and an OC-48 connection in its southern backbone. The latter will be upgraded to OC-192 in the near future. And I am happy if I get the full 128K bit/sec upload on my DSL line...
