The Cisco IP Communications Express Quick Configuration Tool (QCT) is an application designed by Cisco to ease the administration and the installation of both the Cisco Unity Express and the Csico Callmanager Express. It is Java and HTML based (again a GUI) which is a relief to many who are used to administrating through the GUI rather than the old school CLI 😉 Cisco offers the QCT for Partners and Valid Cisco CCO holder to download.
You can get the software directly from Cisco here : cisco qct download Remember: You must have a Cisco Login for this download.
Here are the ways that you can download the Quick Configuration Tool (QCT) software. It is not legal for you to get it without going directly through Cisco.

If you do not have a service contract then you can follow these steps to obtain a valid service contract:
Contact your Cisco Account team if you have a Direct Purchase Agreement.
Contact a Cisco Partner or Reseller in order to purchase a service agreement.
Use the Profile Manager (registered customers only) in order to update your Cisco.com profile and request association to a service agreement.””
