The National Science and Technology Council’s plan, laid out in a 60-page report, largely boils down to agencies needing to work together to ensure public access to and preservation of data generated through scientific research. The plan also entails agencies laying out data management policies and making them public.

The report, titled Harnessing the Power of Digital data for Science and Society, was prioduced under guidance by the Office of Science and Technology Policy for the President of the U.S. Its goal is to set forth a plan for how to best support data.gov, an online repository for scientific data to be available publicly.
