The court is now hearing National Cable and Telecommunications Association vs. Brand X Internet Services, a case in which a group of ISPs oppose the FCC’s attempts to classify cable modem service as an unregulated information service instead of a regulated telecommunications service. The former would effectively shut out independent ISPs from riding on cable broadband networks and selling their services to cable modem users. But the latter might discourage cable operators – and telcos – from investing in infrastructure upgrades to support new services. In our speculative reporting on Juniper’s enterprise WLAN aspirations, we forgot to mention that session border controllers were higher on the priority list… Juniper signed a definitive agreement to acquire Kagoor Networks for $67.5 million. Kagoor’s technology will give Juniper products to be deployed at the provider edge that are designed to enable the secure and reliable flow of real-time IP traffic – such as VoIP – across network boundaries. Kagoor’s session border controllers are installed in more than 100 carriers worldwide.

The European Commission has recommended price caps for leased lines in a move to lower telecommunication costs for businesses connecting directly to high-speed networks in Europe. The Commission claims that despite the liberalization of the European telecom market in the previous decade, substantial variations in wholesale prices for leased lines still exist and that these prices don’t directly reflect the cost of supplying the service.
