E-mail and town politicians

Last night during dinner at a local seafood restaurant, I overheard one of my recently-elected town councilmen telling a member in his party that he doesn’t have an e-mail address and doesn’t even own a computer. In this day and age, would that change the way you vote for candidates at the local level? To be honest, I didn’t vote for him the first time because I thought a couple of the other candidates were better qualified.
