A colleague has been working with OCS 2007 and came across one of the same annoying issues that plagued me since beta 3. If you run ADUC on a 64-bit machine you won’t see any of the OCS-specific functions. If you’re on a 64-bit machine you’ll need to use mmc -32 dsa.msc to force it to run in 32-bit mode.
