Texas governor Rick Perry wants to install $5 million worth of night-vision-equipped Web cameras on the Mexican border so anyone at home can be a virtual Minuteman.

Perry says those watching at home who spot someone trying to cross over could then call a toll-free number. The cameras would be placed on private land and landowners who consent to the cameras would receive them free.

Civil rights groups call the proposal “half-baked” and Border Patrol officials say the calls could overtax their agency. The Minutemen volunteer group says the Internet video feed should be restricted to trained volunteers.
